What’s New: Final Rules Released for Student Health Plans and Health Insurance Exchanges

Student Health Plans Final Rule – On March 16, 2012, the U.S. Department of Health and Human Services (HHS) issued final rules outlining requirements concerning access to coverage, preventive services coverage, and other consumer protections for health plans offered by colleges, universities, or other institutions of higher education.  Self-funded student health plans are not included in these requirements.  Learn more here.

Health Insurance Exchanges Final Rule – On March 12, 2012, the U.S. Department of Health and Human Services (HHS) published a final rule on Affordable Health Insurance Exchanges.  The Exchange final rule includes standards for the establishment of Exchanges and Qualified Health Plans as well as Exchange standards for employer participation in the Small Business Health Options Program (SHOP). Freelancers Union Receives Funds to Form Consumer Oriented and Operated Plan in New York – In February, 2012, Freelancers Health Service Corporation received federal funding to establish a Consumer Oriented and Operated Plan or “CO-OP” in New York..  A CO-OP is a type of nonprofit program that will be able to offer health insurance plans in the individual and small group markets in the Health Insurance Exchanges in 2014.  CO-OP plans may also may be sold outside of the Exchange.  Learn more about CO-OPs here.  Learn more details about funding recipients here.

Final Rules Released for Summary of Benefits and Coverage and Uniform Glossary – On February 14, 2012, the U.S. Department of Labor, Internal Revenue Service and the U.S. Department of Health and Human Services (HHS) released the final rules regarding the Summary of Benefits and Coverage (SBC) and Uniform Glossary required by the Affordable Care Act.
